Suggestion from a former card maker:
Simplify, simplify, simplify.
Maybe just supply envelopes and cut out hearts of all sizes and colors and make it like the "cow", "duck", design contests of big cities.A uniform object to decorate. Crayons, markers, stickers could be used to decorate each heart. I think from last year's experience there were too many choices(i.e., glue sticks, design stamps, bits and pieces) and chaos on the tables. A few adults were far worse than the kids, and some did not make valentines for the church community. This is a worthwhile community building project.
And I would recommend skipping the postage, since very few people donated towards the stamps and Jean, Amy and I (maybe you, too?)spent our own money for most of it.
