[Access] cluster concept

I changed the subject line, because this isn't about the meeting in
June any more, and it may also not be relevant for this list. but I
felt compeled to respond to something in Mariah's note on the topic of
clusters, to wit,  that Steve wants the coordinating council to break
up. There was a letter from Steve read at one of the recent CC metings,
where he specificaly said he did not want the CC to break up; he did
not want these clusters to take the place of the CC.
